With 4 vehicles, why didn't they close off the 2 escape routes with their vehicles and then have 2 officers approach from both ends of the street? Arriving with sirens blasting helped to warn those in the jeep to drive off. There may have been multiple catalytic converters in the jeep.
Did Victor Sanchez show his identification? If not, how did they know who he was. How do we know that CLETS was down? Is there any proof?

From what I have read, and the 9-1-1- transcripts, the Jeep was gone before SFPD arrived. It actually came and left at least twice.
A good cop can still i.d. a suspect when a suspect playing the "name game" and possibly giving fake info.
