How/Why Was SF Murder Suspect Released from Napa to Sexually Assault 12-year-old SF Girl?
History of serial hate crimes against homeless
On April 15, 2018, in a quiet alley between the Fairmont Hotel and Chinatown, Quang Truong, a 49-year-old homeless man was murdered while he slept in a large cardboard box. Truong had succumbed to multiple head wounds. There was no immediate suspect.
A month later, on May 24th, video footage captured a well-dressed man kicking another homeless man on Leavenworth Street.
On May 29th, a man matching the Leavenworth Street assault, allegedly assaulted a random MUNI 14 rider who was wearing earbuds and was unengaged with the suspect. According to Sacramento’s CBS, the suspect allegedly grabbed the victim’s hair and repeatedly bashed his face into a metal handrail, before he kicked the victim in the face.
On June 2nd, Tenderloin officers recognized Sam Youmtoub walking around UN Plaza and arrested him for the assaults.1 Per Sacramento’s CBS, Youmtoub told SFPD officers, “Why aren’t you doing anything about the homeless?” Though Youmtoub qualified that he didn’t blame the homeless people per se, but instead blamed city officials.
Included in the arrest of Youmtoub was a third, February 4, 2018, attack he made on a person at 150 Third Street. In that incident Youmtoub also allegedly kicked the victim in the face after he had fallen to the ground.
On June 20, 2018, Youmtoub plead not guilty to the three felony charges of assault/battery likely to cause great bodily injury.
On September 19, 2018, an unknown judge determined Youmtoub was “incompetent to assist in his own defense and was transferred to Napa State Hospital.”
In December 2018, SFPD homicide inspectors linked Youmtoub to the April 15th murder of Quang Truong. SFPD Homicide’s probable cause was presented to the District Attorney’s Office during the period after Boudin was elected, but before he was sworn in.
Apparently, no charges were filed under DA Boudin’s tenure and the homicide case against Youmtoub faded.
At some time during Boudin’s term, Youmtoub was released from Napa State Hospital. If SFPD was unaware of Youmtoub’s release, there is an issue whether the three surviving victims of Youmtoub’s brutal assaults were property notified of his release per Marsy’s Law.
Sexual assault on 12-year-old
On June 10, 2022,2 a 12-year-old Asian girl was walking westbound on Eddy Street from Van Ness Avenue. A man came up to her and introduced himself as “Sammy” (Youmtoub’s first name. ) Sammy asked the girl if she had a boyfriend. He put his arm around her (see photo above) and felt up her front upper torso. Sammy asked if he could kiss her. Sammy walked approximately 6/10ths of a mile with his arm around the girl. At Eddy and Webster Streets, the young girl feigned, “Oh, there’s my father,” and Sam Youmtoub fled.
Again, Youmtoub was arrested by SFPD. This time for the sexual assault. What Youmtoub was planning to do to the innocent child is unthinkable.
In September 2020, I published an article in the Marina Times about a burglar that DA Boudin released. On August 27, 2020, that burglar went on to break into an apartment and attempted to rape a juvenile female. Boudin was extremely upset about my article and fed 48 Hills’ Tim Redmond court documents that scapegoated algorithms for the burglars release, despite Boudin’s advocacy for using those same algorithms. Now, it appears we have yet another girl that was traumatized because of Boudin’s incompetency and willful sabotage of his prosecutorial responsibilities.
Who is to blame for the juvenile girl’s trauma? SFPD? Or Boudin and an accommodating judge? Why did Boudin not prosecute, charge, take action, file, or hold Youmtoub accountable? Why did Boudin ignore SFPD Homicide’s case and not issue a murder arrest warrant into the law enforcement data base so that Napa State Hospital would have been alerted to not just outright release Youmtoub into the public?

Treason comes to mind.
I’m sure there is zero part in their oath of office that covers this abuse
