Lou - Thanks for sharing this video interview of Officer Britt Elmore. I'm sure there was a lot he just can't talk about. The part he mentioned about the mouth to mouth drug exchange was easily the grossest thing I've heard of an UC officer having to actually do. Mr. Elmore's report of some 600 OD deaths per year in S.F. suggests that the Homeless population is growing rather than dropping.
I've always seen the drug problem as a demand side issue.
A retired SFPD foot soldier once told me the gangs need to have some way to make their money. What a challenge.
