Fed’s Talley Interception from DA Boudin’s Leniency
Boudin kept cycling serial gunman back to Tenderloin
District Attorney Chesa Boudin does not believe arrestees should be held in custody before they face trial. In my recent article, I wrote about how Boudin employed that philosophy to justify releasing Willie Thomas, accused of 10+ recent bank robberies, out of custody with just an ankle monitor.
Like Thomas, James E. Talley (34) is a bad person. He has been convicted of selling narcotics and he served a five-year prison stint for robbery. In 2010, DA Kamala Harris indicted Talley (and associates) for being a member of the BNA gang (Broke N-word Thievin’), which was terrorizing the Bayview. In 2018, Talley was arrested for robbing his ex-girlfriend of her Louis Vuitton wallet.
Enter Chesa Boudin as District Attorney and an additional philosophy of refusing to utilize gang enhancements:
· In March 2021, a caller reported seeing Talley tampering with the Trinity Episcopal Church’s mailbox. When SFPD arrived, they arrested Talley and found checks payable to the church in Talley’s clothing. Talley was wearing a fanny pack that contained a firearm and extended magazine. There are dedicated penal code enhancements that increase the gravity of convicted felons carrying loaded guns like this.
· In April 2021, Talley burglarized and stole equipment from a business at 925 Harrison Street. SFPD was able to identify Talley on surveillance video because he still had on his county jail orange wrist bracelet, identifiable tattoos, and had a large bulge around his ankle- a GPS ankle monitor. SFPD arrested Talley for the burglary.
· In August 2021, Talley profiled a person in the Tenderloin as being a drug dealer. He pointed a gun at the victim and said, “You are going to die today.” (If Talley had said that to you, do you think your life would have flashed before your eyes?) Because the person was not a drug dealer, Talley went on to look for another victim when he was pointed out to a passing SFPD patrol car. SFPD arrested Talley for possession of a gun (again!)
· In October 2021, Tenderloin officers responded to a shooting at Turk and Mason Streets. Officers looked at the video and immediately recognized Talley was the shooter.
· In November 2021, Tenderloin officers responded to a person flaunting a gun at Olive and Polk Streets. There, they again arrested Talley with a loaded firearm and an illegal extended magazine. At the same time, officers also charged Talley for the October 2021 shooting incident (above).
· In December 2021, Southern Station officers responded to Otis and McCoppin Streets where Talley was breaking into a car. Talley was arrested for the auto boosting and for numerous warrants for his failure to appear in court.
Feds Take Talley Away from Boudin
During the period before Talley’s final arrest, I attended one of his court hearings— Talley was a no-show. It was not like the judge had to look down at a Tally’s arrest record to refresh his memory. The judge chuckled that he had no expectation of Talley showing up to court because he was trying to stall his sentencing.
Despite the Chronicle’s claim that total crime is down in San Francisco, SFPD reported to the FBI that total crime was up 13% in 2021. (2020: 39,760- 2021: 44,773). I have provided six crimes Talley committed in 2021, which doesn’t include the ones he got away with. Imagine if Boudin had kept Talley in custody after the original incident? By doing so, Boudin would have driven down Talley’s personal crime rate 83%! Now multiply that 83% decline to the rest of the felony community and you have a safer city.
Well, again the feds have taken note of Boudin’s failure to ensure the safety of the city. Like my earlier article about the feds intercepting drug dealer arrests from Boudin, they recently came and took Talley out of county jail and will prosecute him federally

My question about this recall: why do residents of the City have to wait to vote him out. If all of the instances where he has shirked his duties of DA, and where real harm was caused because of his negligence, then why is there no other process for getting rid of this guy?
It’s quite obvious that if CEO in private industry showed anywhere the neglect of duty that Boudin does, he would be fired long ago.
